The Department of Theory and History of State and Law was established simultaneously with the Institute of National and International Law, namely, in August, 2003, and has been the only department of the newly created unit for some time.
The department provides teaching of basic legal disciplines for students of the Institute of International Law and Economics and the Economic and Law College: the Theory of State and Law, the General and National History of State and Law, History of the Doctrines of State and Law. At the senior courses of an educational and professional program for training Bachelors of Law, the department lecturers provide such disciplines as "Interpretation of Legal Acts", "Legal Technique and Technology" which are necessary for a lawyer-practician. In addition, the department provides educational and scientific programs for training Masters of Law and Doctors of Philosophy in the field of knowledge "Law".
Thus, the Department of Theory and History of State and Law works at all educational levels of the professional training of lawyers-practicians and lawyers-scientists.
The first head of the department was Associate Professor Natalia Ivanivna Dolmatova. For many years the department has been headed by Professor Anatolii Fedorovych Kryzhanovsky. Since June 1, 2016 the department has been headed by Professor Natalia Mykolayivna Krestovska.
The department provides fundamental training for students from the first year of their studies, as profound basic knowledge is the key to the successful development of special subjects in the future.
The staff of the department uses the rich experience of Odessa law school in scientific research and pedagogical work with students. Today the department staff represents the optimal ratio of experienced educationists, leading scientists and promising young lecturers and researchers.
The professionalism of modern educationist depends on providing new educational technologies and innovative directions of scientific research. The  department lecturers have developed a number of training courses in accordance with the educational programs of the Bachelor, Specialist, Master, and PhD program. The department was the first in Ukraine to introduce such subjects as "Interpretation of Legal Acts" (Professor A.F. Kryzhanovsky, Associate Professor N.B. Arabadzhi), "Legalization in the Mechanism of Law", "Legal Techniques and Technologies " (Associate Professor D.G. Manko).
The scientific work of the department is carried on in two directions: firstly, this research is within the framework of the scientific school "Conceptual Principles of the Formation of Modern Legal Order", headed by Professor A.F. Kryzhanovsky; and secondly, this is a study of research areas of the department staff. Thus, the department carried out the research "Doctrine of the legal order in Ukraine: genesis, current state and prospects", which included, in particular, the Ph.D. theses of N.V. Atamanova, N.B. Arabadzhy, L.V. Shonia.
The department lecturers regularly participate in international scientific and practical conferences both in Ukraine and abroad (Poland, Czech Republic, Romania).
For two years, in October, the department, together with the Department of Civil Law and Process, has been arranging the International Scientific Conference "Ukraine. Eurointegration. Intermarium ", dedicated to the 450th anniversary of the Second (Volyn) Statute of the Grand Duchy of Lithuania.

An important sphere of the department is training of postgraduate students guided by Professors A.F. Kryzhanovsky, N.M. Krestovska, V.V.Dudchenko, Yu.M. Oborotov, Associate Professors N.I. Dolmatova, D.G. Manko.
In 2014, the first post-graduate student of the department, now Associate Professor Ya.O. Titska defended her Ph.D. thesis “Educational legal relations in Ukraine” for the title of the candidate of Legal Sciences in specialty 12.00.01 – “Theory and History of State and Law; History of Political and Legal Studies”. In subsequent years graduate students M.F. Golovchenko, O.V. Kolomoets, L.V. Shonia and the applicants O.V. Temchenko and Yu.Yu. Zayets defended their Ph.D. theses in specialty 12.00.01 – “Theory and History of State and Law; History of Political and Legal Studies ".
The department organizes students’ scientific work. Associate Professor D.G. Manko manages the work of the debating club “Professional activity of a lawyer”, where the features of the basic technologies of the legal activity realization, specificity of legal qualification of a case, procedures of search, interpretation and clarification of legal norms are being considered.

The Department of Criminal Law Disciplines was established as a part of the Institute of National and International Law in 2003. The present-day title was received in 2007. There are 15 employees at the department, including 3 doctors of legal sciences, specialty 12.00.09 - O. O. Podobnyy; I.V. Glovuk, specialty 12.00.08 - N.A. Orlovskaya; 5 candidates of jurisprudence - I. L. Kalimbet, O. O. Mawed, A. M. Medentsev, N. V. Neledva, A. M. Prytula; Senior lecturer O.K. Galytska; Laboratory assistant GV Palamarchuk, postgraduate students - D. A. Bialkovsky, L. V. Kushnir, A. Pakhlevanzade, A. V. Syrotyuk, G. V. Solomyana. Most of the teaching staff and postgraduate staff of the department have considerable experience in law enforcement agencies, internal affairs bodies, security agencies, border guard service, prosecutor's office, as well as in the bar. Since the establishment of the department at different times, they have been headed by D.Sc., associate professor O.S.Sainchin, D.Sc., associate professor Yu.O.Gurdzhi. As head of the formation and development of the department, a significant contribution was made by D.Sc., Professor, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Honored Worker of Science and Technology of Ukraine Vasily Dmitrievich Bernaz. Currently, the department is headed by Doctor of Law, Professor Alexander Aleksandrovich Podobnyy. In 2011, the department opened a postgraduate study program in specialties: "12.00.08. - Criminal Law and Criminology; Criminal Execution Law "," 12.00.09. - Criminal Procedure and Criminalistics; Forensic Examination; Operational-search activity ", and from 2013 - a doctorate in specialty 12.00.09. The department carries out teaching of such disciplines as "Criminal Law", "Criminology", "Criminal-executive law", "Criminal process", "Criminology", "Fundamentals of Operative and Investigative Activity", "Forensic Medicine and Psychiatry", "Judicial and Law Enforcement Organs of Ukraine "," Advocacy "and others. Realizing the specialty "Criminal Justice", the "Detective" circle is active in the framework of which the leading scientists, the most experienced teachers and law enforcement officials conduct classes with students in such urgent areas as tactics of conducting investigation (search) actions, detecting traces of a crime and conducting forensic researches, identification of criminals according to their fingerprints, diagnosis of lies in the process of communication, familiarization with the work of the polygraph, sports and practical shooting, visiting sessions, penitentiary institutions, museums of human anatomy, police history, etc. The staff conducts active research work within the framework of two scientific schools that function at the department: "Criminal-legal and Criminological Aspects of Ensuring the Development of Ukraine in the Conditions of European Integration" (Professor N. A. Orlovskaya); "Actual Problems of Improvement of Procedural, Forensic and Operative-Investigating Principles of Criminal Justice" (Professor O.O. Podobnyy). Annually in the first decade of October, with the support of the National Academy of Legal Sciences of Ukraine, an international scientific and practical conference "Actual Problems of Criminal Law, Process and Criminology" is held, according to the results of which a collection of materials is published. The staff of the department has compiled a number of scientific and practical comments on legislation: the Criminal Procedural Code of Ukraine (V.D. Bernaz), the Law of Ukraine "On Operational Investigative Activity" (VD Bernas, AM Prytula), the Law of Ukraine "On the Militia "(AM Prytula) and others. By maintaining scientific links with academic and research institutions, teachers systematically participate in scientific and practical conferences, seminars and symposia on issues of Criminal, Criminal-executive Law, Criminology, Criminal Procedure, Criminalistics, Operative and Investigative Activities. The teaching staff carries out the review of monographs, prepares reviews for dissertations and abstracts, participates in the certification of scientific personnel within the framework of the work of specialized academic councils and acts as opponents. The results of scientific research of the department are reflected in the series of scientific articles, published in domestic and foreign publications and collections, recognized by the professionals in legal disciplines, located in the leading scientific libraries of Ukraine and foreign countries. The activities of the Department of Criminal Law, Process and Criminology are aimed at training highly qualified lawyers who seek professional success, able to think critically, make fair decisions in the interests of people and society, and ensure the rights and legitimate interests of participants in criminal proceedings.

The Department of Civil and Economic Law and Proceedings of International Humanitarian University was established in 2006 on the base of the department of civil legal disciplines. The establishment of the department was the result of formation and preparation of specialists in the sphere of civil, family and labor law as well as notary service, intellectual property law, advocacy who would be able to apply the theoretical knowledge and practical skills for further professional activity. Doctor of Law, Professor, Merited Lawyer of Ukraine R.M. Minchenko and Candidate of Law, Associate Professor A.L. Tkachuk contributed to the formation of the scientific potential and organizational formation of the department. Since April 2012 the department has been headed by Doctor of Law, Professor, Merited Lawyer of Ukraine O.S. Kizlova. The following department’s staff members make a valuable contribution to the training of highly qualified specialists: Doctor of Law, Professor O.S. Kizlova; Candidates of Law, Associate Professors L.V. Didenko, A.O. Zgama, O.S. Kuzhko, O.V. Syerykh; lecturers N.M. Denisyak, V.V. Andriyenko and office assistants O.V. Shagaka and A.O. Pavlyuk. In addition, other legal practitioners participate in the department’s work, namely Candidate of Law Yu.P. Ilyina who is a chief specialist of the department of control in the sphere of trade, works and services of Chief Directorate of State Food Consumption Service in Odessa oblast for consumers’ rights protection; Candidate of Law V.V. Holod who is the head of the personnel department of Odessa oblast Court of Appeal; K.I. Berezovska who is the press secretary of Odessa region economic court. The department sees its key task in directing efforts of its academic staff at the achievement of students’ high level of theoretic knowledge and practical skills. With this target in mind, an enhanced practical applicability of educational course has been developed; the students are involved in the practical skills acquisition through participation in the work of the Law Clinic, attendance of court hearings as part of practical lessons. The basic direction of the department’s scientific activity is the work at the theme for the years 2012-2017 “Private legal sphere in Ukraine in the context of European integration”. This research activity has resulted in publication of monographs, text-books, methodological manuals and scientific articles by the department’s academics. One of the basic directions of the department’s work is holding conferences, scientific seminars, round-table discussions and discussions on topical issues of civil law, family law, civil proceedings, economic law and proceedings, etc. The lecturers actively participate in organization academic staff and students’ scientific and practical conferences; they are participants in inter-university, all-Ukrainian and international scientific and practical conferences, which are conducted at universities and scientific establishments of Odessa, Kherson and Kharkov as well as in foreign countries (Moldova, Slovakia, Poland, etc.). The department’s staff members hold annual sittings of scientific and practical round tables and conferences headed by Doctor of Law, Professor O.S. Kizlova. It was only recently that the following events were held: round-table discussions “Civil liability: theory and practice” (2013); “The system of contract obligations securing in law and legislation” (2014); Internet conference “Substantive rights in law and legislation: development and present state” (2015); “Rights and lawful interests of legal subjects in the context of European integration” (2016); joint international scientific conference with the department of theory and history of state and law of IHU “Ukraine. Euro-integration. Intermarium” (2016). Annual students’ scientific conference “General theoretic issues of public and private law” has been held within the recent five years. The department’s academic staff constantly works at development and publication of educational, methodological and scientific literature aiming at scientific and methodological provision of the academic process in the department’s disciplines. Thus, Doctor of Law, Professor Kizlova edited the collective monograph “Certain types of contracts in the modern legislation of Ukraine”. The reviewers thereof were prominent civil law scholars Doctor of Law, Professor, Academician of the National Academy of Legal Sciences of Ukraine, Merited Scientist and Technologist of Ukraine V.V. Luts and Doctor of Law, Professor, Merited Lawyer of Ukraine R.M. Minchenko. The text-book “Civil Law of Ukraine in additional questions and answers” was published reviewed by Doctor of Law, Professor, Academician of the National Academy of Legal Sciences of Ukraine R.A. Maydanyk and Doctor of Law, Professor, Merited Lawyer of Ukraine R.M. Minchenko. The collective department’s monograph “Certain types of contracts in modern Ukrainian legislation” (Part 2) is being developed presently. Within the period of the department’s operation five Candidate dissertations have been defended. The department’s staff members maintain constant ties with reputable legal educational institutions and take an active part in conferences and round-table discussions, which are conducted by Uzhgorod National University, Kiev National T.G. Shevchenko University, National Yaroslav the Wise Law Academy, Kherson State University, Lvov national I. Franco University, Ternopol National Economic University, Institute of state and law named after V.M. Koretsky, etc. The academic staff of the department constantly improve their qualification. Lecturers and post-graduate students publish their scientific articles in the journals that are registered in the list of professional editions of Ukraine, namely “Naukovy Vistnyk Mizhnarodnogo Gumanitarnogo Universitetu” (Scientific Herald of International Humanitarian University), “Aktualny Problemy Derzhavy I Prava” (Topical Issues of State and Law), “Mytna Sprava” (Customs Service), “Pivdennoukrainsky Pravnychy Chasopys” (South Ukrainian Legal Papers), etc. Students’ scientific society “Tendencies of public and private law development” operates within the department’s premises; it researches into topical issues of civil law, civil proceedings, family law, economic law, labor law, etc. Students’ scientific reports on topical problems of civil, family, labor and other branches of law are heard and discussed at the society’s sittings. Presently, the department trains post-graduate students in specialty 12.00.03 “Civil law and civil proceedings; family law; international private law”. The department sees its key task in the improvement of the academic process and raising the quality of teaching civil legal disciplines as well as provision thereof with educational and methodological materials.

The Department of International Law and Comparative Law of the Institute of National and International Law was established in 2004 and became an integral part of the Odessa Law School, due to the many years of work of authoritative international scholars who headed the department: prof. N.A. Zelinskaya, prof. T.S. Kivalova, prof. T.R. Korotkiy, prof. T.O. Antsupova. Since 2016, the department is headed by Doctor of Law, associate professor Andreichenko S.S.
In 2004, the International Humanitarian University received a license for the right to carry out educational activities in the field of "International Law". Obtaining a diploma in the specialty "International Law" indicates the acquisition of students deep and broad in their range of knowledge and skills and provides young professionals with benefits in terms of employment. The popularity and demand for the profession "lawyer-internationalist" lies in the prestige of such a profession and high salaries.
The field of scientific interests of the department staff covers the main areas of International Public Law, International Private Law and European law.
The staff of the department are skilled in innovative approaches to the study of International Law. From 2004 to 2017, a large number of teaching aids ("International Humanitarian Law", "International Public Law", "International Security Law", "International Law of the Sea", "International Copyright Law", "International Legal Liability Law ", etc.), textbooks, monographs, numerous scientific articles and theses were published.
The tradition of the Department of International Law and Comparative Law is the organization of the annual international scientific and practical conference "International Law: de Lege Praeterita, Instante, Futura". The thorough understanding of the most pressing problems of international law, European Union law and comparative law, the dilemma of harmonization of Ukrainian legislation with the Law of the European Union and the implementation of international legal standards in the legal system of Ukraine are on the aganda of the annual international scientific and practical conference "International, Supranational and National Law: Convergence Problems ".
The priority task of the department is the organization and management of student's scientific activities. Teachers of the Department are involved in preparing students for international law competitions, including: Telders Moot Court Competition, Jessup Moot Court Competition, ELSA Moot Court Competition WTO Law). The most acute problems of International Public Law, European Union law, and Private International Law are discussed within the framework of circles held by leading lecturers.
In 2017 the postgraduate course on the department was opened on specialty 12.00.11 - "International Law".

In 2007, according to the decision of the Academic Council of the International Humanitarian University, a new department was created - the Department of Constitutional Law and Public Administration, which became part of the Institute of National and International Law. The department provides teaching of fundamental and special legal disciplines for students of the Institute of International Law and Economics and Economics and Law College: "Constitutional Law", "Constitutional Law of Foreign Countries", "Administrative Law", "Administrative Procedural Law", "Administrative Proceedings in Ukraine", "Financial Law" "," Tax Law "," Trial Accounting "," Local Finance ", etc. The first head of the Department of Constitutional Law and Public Administration was Doctor of Law, Associate Professor Andriy Yosypovych Ivansky, later - Candidate of Law, Associate Professor Denis Volodymyrovych Kravtsov. Since April 2016 the department is headed by Doctor of Law, associate professor Alla Stanislavovna Nesterenko. The Department of Constitutional Law and Public Administration is intended to facilitate the training of highly skilled staff of modern lawyers, experienced specialists in constitutional, administrative, financial, tax and banking law, which are widely sought after by large, medium and small business organizations, non-profit organizations, higher educational institutions, and state structures. There is a scientific student circle at the department that helps students take their first steps in research of Constitutional, Administrative and Financial Law. The results of scientific research of the department are contained in a series of scientific articles published in national and foreign journals and collections which are kept in the leading libraries of Ukraine. During 2016-2017, the department had two collective monographs published: "Public Policy Principles of State Policy in Ukraine: problems of theory and legal regulation" (2016) and "The process of modernization of the system of public administration: constitutional, administrative and financial aspects" (2017); Textbook "Judicial Accounting"; Methodological guides for courses: "Administrative Law", "Constitutional Law of Ukraine", "Constitutional Law of Foreign Countries", "Tax Law" and "Methodological Recommendations for Writing Theses for Bachelors and Masters on Specialty 081 Law". The All-Ukrainian Scientific and Practical Conference "Legal Dimension of Constitutional, Administrative and Financial Jurisdiction in the Conditions of the European Paradigm of Ukraine" was held, its materials were published The teaching staff of department includes: - 1 Doctor of Law - Nesterenko Alla Stanislavovna; - 4 candidates of Law: Berezovska Svetlana Vitaliivna; Ignatenko Vitaly Ivanovich; Golovchenko Mykola Feliksovych; Kachuriner Victoria Lvivna. Nesterenko Alla Stanislavovna - graduated from Odesa State Law Academy in 1998. In the same year she entered the postgraduate study at Odessa State Law Academy. In 2004 she defended a thesis for a Candidate degree in law sciences on the topic: "Legal principles of formation and use of local financial resources in Ukraine". In 2007 she became Associate Professor of the Department of Administrative and Financial Law. In 2015 she defended her doctoral dissertation "Financial System of Ukraine: Legal Characteristics and Legislative Regulation". In 2016 she was appointed Head of the Department of Constitutional Law and Public Administration of the Institute of National and International Law of the International Humanitarian University. Nowadays she teaches the cycle of financial and legal disciplines. She is the author of more than 80 scientific publications. Berezovska Svetlana Vitalievna is Candidate of Law, Associate Professor. In 2011she graduated with honors from the master’s department at the Judicial and Administrative Faculty of the National University "Odessa Law Academy" (OUA). In October of 2011 she became a postgraduate student of the Department of Administrative and Financial Law of OU "OYA", and in 2012 she was appointed an assistant of the same department. In July 2014, she defended a dissertation for a Candidate degree in law on the topic: "Legal regulation of financial activities of local self-government bodies". From September, 2015 she was transferred from the post of assistant of the department of administrative and financial law of OU "OYA" to the post of assistant professor of the same department. In September 2016, she was appointed Associate Professor of the Department of Constitutional Law and State Administration of the Institute of National and International Law of the International Humanitarian University. She teaches a series of financial, legal and administrative disciplines. She is the author of more than 45 scientific publications. Ignatenko Vitaliy Ivanovich - Candidate of Law, Associate Professor. In 2000 he graduated from Odessa Institute of Internal Affairs. He teaches the cycle of administrative-legal disciplines. He is the author of more than 30 scientific publications. Golovchenko Mykola Feliksovych - Candidate of Legal Sciences, lecturer of the Department of Constitutional Law and Public Administration. In the year of 2011 he graduated with honors from Odessa State University of Internal Affairs, specializing in Jurisprudence. In 2015 he defended his Ph.D. thesis in specialty 12.00.01 - Theory and History of State and Law; The history of political and legal studies on the topic: "The Cultural Function of the Contemporary State". He teaches constitutional and administrative law. The sphere of his scientific interests is the legal and organizational cultural policy supplying of the modern Ukrainian state. He is the author of more than 30 scientific works. Kachuriner Viktoriya Lvovna - Candidate of Legal Sciences, Senior Lecturer of the Department of Constitutional Law and Public Administration. In 2011, she graduated from the International Humanitarian University and received a Master's degree with honors in "Lawyer-Internationalist" qualification. In the same year she entered the postgraduate study at the National University "Odessa Law Academy". The theme of the dissertation study in specialty 12.00.11 - international law "Legal regulation of environmental policy of the European Union in manufacturing" was defended in 2016. She teaches the cycle of constitutional and legal disciplines. She is the author of more than 45 scientific publications, 9 of which are in scientific periodicals.
